Many people find a happy middle ground: some items stay in the bag permanently (lock, flip flops, toiletry bag), while others get packed fresh (clothes, headphones).

A quick tip: check even when it's "always packed"
Here's something that really helps: even if your bag is always packed, take 30 seconds to verify everything's there before you head out.
